I am inquiring about the RN as a Circulator Bill. I am currently the Vice President of The AORN Foothhills Chapter and we are discussing support for this bill. Does ASCA support and or indorse this bill? See bill below.

A BILL TO BE ENTITLED 1

AN ACT TO ENHANCE PATIENT SAFETY IN HOSPITAL AND AMBULATORY 2 SURGICAL FACILITY OPERATING ROOMS BY REQUIRING AT LEAST ONE 3 CIRCULATING NURSE TO BE PRESENT IN EACH OPERATING ROOM DURING 4 EACH SURGICAL PROCEDURE. 5

The General Assembly of North Carolina enacts: 6

SECTION 1. Article 5 of Chapter 131E of the General Statutes is amended by 7 adding a new Part to read: 8

"Part 3A. Patient Safety. 9

"§ 131E-89. Circulating nurses required in operating rooms. 10

(a) The following definitions apply in this section: 11

(1) Circulating nurse. – A registered nurse licensed to practice under Article 9A 12 of Chapter 90 of the General Statutes who is educated and trained in 13 perioperative nursing. 14

(2) Perioperative nursing. – A specialized area of nursing practice that involves 15 the planning, coordination, delivery, and evaluation of nursing care to 16 patients whose protective reflexes or self-care abilities are potentially 17 compromised during surgical or other invasive procedures. 18

(b) In order to enhance patient safety and protection, the Commission shall adopt rules 19 to require each hospital licensed under this Article to have a minimum of one circulating nurse 20 physically present in each operating room for the duration of each surgical procedure to (i) 21 coordinate the nursing care and safety needs of patients in the operating room and (ii) support 22 the surgical team as appropriate during surgery. 23

(c) The Department shall not issue or renew a license under this Article unless the 24 applicant is in compliance with this section." 25

SECTION 2. Part 4 of Article 6 of Chapter 131E of the General Statutes is 26 amended by adding a new section to read: 27

"§ 131E-153. Circulating nurses required in operating rooms. 28

(a) The following definitions apply in this section: 29

(1) Circulating nurse. – A registered nurse licensed to practice under Article 9A 30 of Chapter 90 who is educated and trained in perioperative nursing. 31

(2) Perioperative nursing. – A specialized area of nursing practice that involves 32 the planning, coordination, delivery, and evaluation of nursing care to 33 patients whose protective reflexes or self-care abilities are potentially 34 compromised during surgical or other invasive procedures. 35
